Quite simply because Bryan Fuller hasn't written a single terrible script in his entire career. He wrote what is still noted as the best episode of Heroes, Wonderfalls, the pilot of Dead Like Me, and Pushing Daisies.

Second, it's a marvel of character development; the disintegration of Will Graham's psyche over the course of season one could be taught in screenwriting classes. There is no "it was all a dream" aspect to the season at all. Which sharks did it jump? How did it constantly flip-flop? Examples would make your point better.

For network TV maybe it's deserving of some praise, but it's the antithesis to modern TV, you can only stay interested, if you don't binge watch. It jumped several sharks in the first season, constantly flip flopped and hey, maybe it was all a dream? really lost me in the end. Lots of British 'twitchy face acting' ( a tradition introduced by Joe Fiennes/Damian Lewis), so yep I'm not a fan, but this is a nicely put together trailer.
