THR isn't exactly "revealing" anything; as the article notes, Apichatpong was pitching this at the Hong Kong-Asia Film Financing Forum earlier this month. You can read a more detailed description of the film at the Forum's website, along with details on a bunch of other projects from names like Wang Bing, Yukisada Isao and Yoon Jong-bin:

Also, the "more ambitious" project he's talking about is probably UTOPIA, a caveman/sci-fi/experimental whatsit he's been trying to set up for years (he took it to the Film Financing Forum all the way back in 2006). A good chunk of the film would be set in the Canadian Arctic among the wreckage of the Starship Enterprise, so you can see why it'd be a lot more costly than his usual mÃ©tier.

"Uncle Boonme" was the first of his films I could stomach, and I couldn't even explain why I found it enjoyable when I really dislike his other stuff. Hopefully that trend continues, although at some point fatigue is bound to set in with the details for this film sounding, as you said, "exactly what you'd expect."
