Didn't you know? The Capitol has powers and just like the mutts (which in the books were supposed to have the same eyes and kinda' look like the dead tributes) can change people into rocks!
(I had a good laugh trying to explain this scene with my friend after she saw it. She was like "wait they aren't humans right? The one guy became a tree then a rock.").
