Your title suggests a failure on the film's side. I think, however, that Blacanieves, more than aiming at transcending silent film, is simply rendering tribute – and it does a wonderful job.
Limiting the medium necessarily forces an artist to make stronger use of its tools. In this case, Blancanieves's expressive photography is delightful in its own, the narrative never feels "handicapped" as one focuses on the acting, use of light, framing, and camera work.
On a last note, I would disagree with you on the use of music. Congruent with the cultural recontextualization, Berger's use of music seems appropriate… I find it odd you praise the bullfighting and coin the music as chintzy.
