I can't see this being the case. If Bay REALLY wanted to make a small independent feature like "Pain & Gain" he could get it done at ANY studio. He may not make quality films, but he makes films that make money!

And I can't imagine Paramount would really push for this & alienate Bay. He's made them billions & they'd want to keep him in house. Telling him to spend another two years making another movie in a universe he clearly has no care for (Bay obviously hates the Transformers) just to get his smaller project made would be suicide on Paramount's behalf.
And as much as I love Hugo, Paramount is going to want to keep Bay around to reap some financial losses.
