Skyfall is the WORST yet, uninspired, full of clichés (and in bond that's saying a lot) horrible script, BArdem is laughable as a villain, he is baaaaad as hell, not in a good sense, plagiarizing all other villains from lecter to jocker and so completely out of place that inspires pity instead of fear. Best bond villain? don't make me laugh. Sam mendes is the worst director ever for bond. Hell is worse than quantum of solace and that says it all…. Terrible, terrible, terrible disappointment for the saga.

Goldfinger is a no-brainer, Blofeld is kinda hard to argue (although I found not one of the performances particularly arresting), and I like the "Russia" pick. But then it's Elektra King. One of the most psychologically interesting villains in the entire series, who has a different kind of power over Bond. And the way he deals with her at the end is kind of a big deal.
A Scaramanga is a joke.
