I think that may indeed be the case. Per this Bangkok Post article (http://www.bangkokpost.com/arts-and-culture/film/262431/hard-drive) it seems Refn is already in Thailand scouting locations and possibly doing some shooting that doesn't involve Gosling, who will supposedly head over there in Jan/Feb.
