This makes a lot of sense and doesn't necessarily speak to quality issues of the underlying film. Whatever the initial budget, WB would have been on the hook for an additional $50-$60 million minimum in marketing costs, most of which would have been to explain that this is "Jungle Book" but not THAT "Jungle Book". That is a very precarious situation for a studio putting another $60 million behind $100+ million production because the film may be great but the message may not take. The idea of what a "Jungle Book" movie is may have solidified in the minds of ticket buyers.

Netflix doesn't have that issue. They can just drop it onto the service with a minimum (relative to theatrical) promotional budget targeting subscribers and let nature take it's course. They'd love it if subscribers watched it and loved it, but if subscribers decide to watch reruns of "Kimmy Schmidt" instead, that's fine too.

Netflix is in the menu building business. They must refresh that menu monthly to keep the experience from getting stale and that accounts for their voracious and eclectic appetite for product. As long as subscribers want something on the menu, Netflix doesn't care what it is. Unlike theatrical, every single acquisition doesn't have to be aiming for a home run. People have a really hard time wrapping their heads around that concept.
