This implies that Disney/Marvel are ever actually going to unlatch themselves from him so he can do exactly what he wants to, all the time. It isn't going to happen – he can't be Kevin Feige'd into replacementville like they keep hinting they'll do with RDJ.

The interview starts with "Post-Avengers," so this could mean after he's done three Avengers movies. Not sure why this article assumes he's talking about after "Age of Ultron."

Yes, give him $100 million so that he can make another Serenity film that no one cares about. And reveal himself as a fine, semi-competent director who can't make money because he CAN'T create original material outside of television that anyone cares about.
