They might have just halted preproduction, because at this point there's no reason to keep on having people on the payroll when you don't know when you can get into actual production. Do you really think that Bond 23 won't be made? Business as usual will resume once the MGM dust settles.

PS: The original article from the Daily Mail (I think) that first wrote about the film being "officially canned" is really obscure and does not produce any facts whatsoever.
