Deb Snyder actually said there will not be a Part 2 at all. Here are her exact words: “We were only ever planning and we are only doing just Justice League. One movie.” When pressed with “So, not two parts?” She said an emphatic “No.”

It’s a safe bet that JL is Snyder’s last film in the DCEU. Also, if Batman shoots early-mid 2017, it’s more likely that it’ll be a 2018 release, which stands to reason if The Flash is going to get bumped back to 2019. Batman is further along than The Flash at this point (in at least having a director) and is also a higher priority for WB.
