Even if his own cadence and voice aren't far from his character's, that was still his choice as an actor to play it that way. Many actors would have taken that role as an opportunity to play up the "evil" aspect and put on a creepy voice. But underneath it all, Landa was just a sleazy salesman with a jonesin' for hunting down women, and that's how Waltz played him. The subtleties made the character. It's his seemingly normal (and almost kind) demeanor that make him so charismatic and ultimately frightening.
